Mark McClain 92cf4d83eb update to enable config drive and IP config via user-data 
This change updates the build scripts enables config drive while removing
old seed data out of the images.

Adam Gandelman bd95ef4991 Point to stackforge akanda-appliance repository 
Both the akanda-appliance-builder and akanda-appliance repos have moved
to stackforge.  This ensures the builder clones from to the latter.

Adam Gandelman f68b9d41d6 Add a tox.ini placeholder 
This doesn't do much but allows the python-jobs to pass in gate
in the meantime.

Long term we can employ dib-lint from diskimage-builder to enforce
some lintian checks on the element code.
