We are trying to make this documentation less openstack specific. We
should stop using the openstack sphinx theme as a result. Use alabaster
is it is nice and clean and allows us to set our logo.

Update Python files for move to OpenDev.
Update openstackdocstheme also to newer version and remove
now obsolete comments.
Remove unused sections from setup.cfg.

Require openstackdocstheme 1.17.0 which has support for sidebar, so the
specific code here is not needed, remove it again.
This reverts Ie4b4deff12071e447c2b491a3247efc08bb8a9ad - in addition
to the requirements change.

This was added to work around bug 1091333. A new sphinx has been
released and so this is no longer necessary.
