After several attempts to use DevStack for translation check site
we want to use OpenStack Ansible AIO to provide a service for
translators and reviewers of I18n team to check translation on
a running OpenStack platform.

* Reduce DevStack refresh increment requirement to weekly
to reflect recent discussion about it.
* Remove Terri and add Frank and KATO to assignees.

Original spec writer, Łukasz Jernaś, no longer has much time to
contribute to this project. At the summit in Tokyo, Ying Chun Guo
(Daisy) said she would take over, assisted by Elizabeth and Terri.
