We are going to switch from periodic meetings to on demand ones.
If there is anything in the agenda worth having a meeting, we will
host one.

The InteropWG has a new chair and a new meeting time. This
patch updates the calendar with the new meeting info.

This adds a weekly meeting at a time convenient for the
folks in China involved with the interop challenge.

The Board of Directors has approved a plan to change the name of the
DefCore Committee to the Interop Working Group.[1] Several changes
are in flight to complete the name change: this patch addresses the
need to change the name of the weekly IRC meeting.
