Now Lajos Katona is our new PTL and chair of the Neutron
team meeting and Neutron drivers meeting.

Neutron team meeting was run on Monday in even weeks and on Tuesday in
odd weeks.
Monday meeting was mostly for people from the US West Coast TZ but now
we don't have anyone from there who is regulary attending it.
As Tuesday meeting is better for most of the team lets run meeting every
week on Tuesday at same time.

With the recent change of Neutron PTL [1], we also need to update the
chairperson of the Neutron team weekly IRC meeting.

Adjust neutron-drivers 6 hours earlier to 1600 UTC.
Adjust neutron Monday team meeting 1 hour earlier to 2000 UTC and
change channel to openstack-meeting-4 to handle conflict.

This is an intermediate step, but valuable, step in stabilising the IRC
meeting iCal. There are a couple of issues.
1. Every time we regenerate the iCal we set a new start point.
2. The odd/even decision is based on the start date (which defaults to
the time the ics file is generated)
By adding explicit start dates to all out meetings (which have been
reset this week) we mitigate both of these issues.
There are other aspects that require updates to yaml2ical, but this
relatively simple step while we get those items in place.
Note: this week you can verify that these start_dates are correct by
1. running tox on master
2. save output/irc-meetings.ical to output/master.ical
3. apply this patch and re-run tox
4. diff output/master.ical output/irc-meetings.ical

This should make logs from past meetings accessible from
eavesdrop.o.o landing page; currently one has to manually
navigate to eavesdrop.o.o/meetings

There used to be links on https://wiki.openstack.org/wiki/Meetings.
They were convenient at least for me. But they seem lost by
the move to eavesdrop.

Descriptions often contained redudndant information about the scheduling
of a meeting, which was not kept in sync with further changes in
scheduling, and therefore often stale and confusing.
Also removes all meetings that are actually not happening on IRC.

Sync meeting times with current state on the wiki.
Removed meetings that were not in #openstack-meeting channels.
Temporarily mark ux-team-meeting and telco-wg-meeting in specific
IRC channels since yaml2ical reports them as conflicting otherwise
(due to a bug in biweekly conflict detection).

Removes support for meeting agenda in the YAML format. Meeting agendas
change every week and would trigger a lot of unnecessary reviews. Better
support them using plain wiki pages like we do today.

This patch added all the remaining YAML files. Please note that the
meeting information on the OpenStack wiki Meetings page will like have
been updated while this patch is going through review. So meeting
information such as agenda might not be up-to-date by the time this
patch gets merged.
The python scripts also have their copyright informations updated.
Also changed from logging.info to logging.error when conflicts are
detected.
