The nova scheduler meeting has evolved over several releases into almost
exclusively discussing placement. This commit removes the
nova-scheduler-meeting (we will incorporate scheduler-specific topics
directly into the main nova-team-meeting) and introduces a
placement-team-meeting in the same time/channel slot, chaired by the
placement PTL.

The nova scheduler meeting has really become the placement
meeting so this change updates the title and description to
reflect that. Also, the chair is now Eric Fried.

This is an intermediate step, but valuable, step in stabilising the IRC
meeting iCal. There are a couple of issues.
1. Every time we regenerate the iCal we set a new start point.
2. The odd/even decision is based on the start date (which defaults to
the time the ics file is generated)
By adding explicit start dates to all out meetings (which have been
reset this week) we mitigate both of these issues.
There are other aspects that require updates to yaml2ical, but this
relatively simple step while we get those items in place.
Note: this week you can verify that these start_dates are correct by
1. running tox on master
2. save output/irc-meetings.ical to output/master.ical
3. apply this patch and re-run tox
4. diff output/master.ical output/irc-meetings.ical

While investigating how close to capacity the IRC infrastructure is at
critical times I needed to verify that these meetings are running. A
side effect is that these meetings can now be tagged with meeting_ids.

Since it's now one cycle that we decided to rename the meeting into
Nova Scheduler, we can definitely drop any mention to Gantt.

Based upon a doodle vote Mondays at 1400 UTC is the most appropriate
time and #openstack-meeting-alt is available then.

As discussed in [1] we no longer want to use the word 'Gantt'
for describing our efforts related to the scheduler (including
the split).
That's only when the real fork will happen back in the Gantt
tree that we will again use the project name.
