Telco-NFV operators apparently have not been meeting on IRC
since 6/2018. Let's clean up the agenda slot so that we don't
give out the impression that they actually do, and encourage
other ways to reach out to the team.

Move the Operators Telco-NFV WG biweekly meeting to
the #openstack-meeting channel to free up a weekly
meeting slot for another meeting.
NB: this meeting hasn't happened since June, 2017, so
if it is no longer happening let me know and I'll just
remove it completely.

In our last meeting we agreed to have a doodle poll to determine
the best time for future meetings on even weeks. Our poll ended
up with the same day but instead at 1500 UTC [1].

At the summit we had a working session for operators with regards
to managing and deploying network function virtualization systems
and it was decided that we would try having some meetings.
