Switch to not-voting check-requirements for git-upstream
Git-upstream doesn't fully comply with check-requirements and will require a number of iterations to land before it can be re-enabled. Change from the check-requirements template to run the job from openstack/requirements 'requirements-check' non-voting. Note git-upstream is not listed in openstack/requirements projects.txt.
