There is no real reason we should be using some of the
terms we do, they're outdated, and we're behind other
open-source projects in this respect. Let's switch to
using more inclusive terms in all possible places.
Updated playbooks and related code accordingly.

This was missed when doing an earlier cleanup. This is part of the
Ubuntu Xenial removal. We have to remove puppet apply jobs for
system-config because they all rely on puppet on Xenial. We don't retire
these projecst and instead switch them to noop jobs because we may still
need to make changes to them (though we hope we don't).

We're trying to drop Xenial nodes entirely. Clean up the wheel
mirror/cache infrastructure in Zuul for Xenial as part of this.

We're trying to remove Xenial nodes from our CI system. Xenial was the
provider for python35 testing. Drop these python35 job templates from
projects as an early step in cleaning Xenial up.

This patch is moving the vexxhost/ansible-role-frrouting project from
the Vexxhost tenant to the OpenStack since it's not in use by
Vexxhost and there is no intention to further maintain the project.
At the same time exact same functionality/role is needed for OpenStack-Ansible
in order to deploy ovn-bgp-agent.

This repository will contain the code of the
OSH Helm plugin which provides some convenience
for end users while deploying Openstack using
OSH Helm charts.
Helm allows installing plugins from git repos but
it assumes cloning the whole git repo to the user's machine.
To avoid this we create this separate repository which
will contain only the plugin code.

During OpenStack coordinated releases, hundreds of release
documentation and release note publication jobs are triggered, but
with the semaphores end up taking most of a day because they all get
serialized. These semaphores are intended to avoid builds for
different branches of the same project from racing one another and
publishing out of sequence, but on release day only tags for a
single branch (master) are triggered making the semaphores
unnecessary in that situation.
We temporarily take out the semaphores prior to starting the
coordinated release process for OpenStack, and then revert this
change once the jobs have completed.

This enables the nodepool delete-after-upload option with keep-formats
set to qcow2 on x86 image builders. This should clear out vhd and raw
files after uploads for those formats are completed keeping only qcow2
longer term. This should reduce disk space overhead while still enabling
us to convert from qcow2 to the other formats if that becomes necessary.
Note that we do not enable this for arm64 before arm64 builders
currently build raw images only and we still want at least one copy of
the image to be kept even if it is raw (and not qcow2).
