Use service-name netfilter-persistent for Vivid
Starting from Ubuntu Vivid, there is no service called iptables-persistent anymore, the service netfilter-persistent now includes calling the tasks from iptables-persistent. Change-Id: Ie8bf4eafb9d9d2e02e2ed21fb4e4e899399450de
