Zara	178549792c	Remove vagrant setup This commit removes the instructions and tooling to set up a StoryBoard VM via vagrant. It is unmaintained, and has been for about 2.5 years. This patch will make development quite a bit easier, by allowing a new developer to just "spin up" a vm that contains all of storyboard's service dependencies.
