Move scenario003 to non-voting 

Unfortunately the tempest failures we were primarily seeing in
scenario001 are also impacting the tempest tests from scenario003. As to
try and prevent further issues in the gate we need to move scenario003
to non-voting. This should be reverted ASAP.
