CI job logs from logs.rdoproject.org use another
console log name and there is no ending '/log' in the URLs.
It would be nice to be able to collect those logs for
tripleo CI jobs as well.

New Zuul jobs produce the job-output log, which needs to
be fetched by the script. The console.htm[l] is not used
anymore.

The getthelogs script uses wget and parallel to fetch
some of the CI jobs logs. Update the README to encourage
contributors to improve the elastic-recheck detection rules
with the help of that script and being smart folks.
