This should be ControllerExtraConfig, since the current parameter name
has been deprecated for some time, and is inconsistent with all other
roles.
Since mitaka is now EOL this also removes references to the
worker-config-mitaka-and-below environment.

Add scripts to prepare rh2, (an OVB based cloud) for CI.
This patch only includes whats needed to prepare the cloud
for CI, the changes to the CI scripts themselves will be
part of another patch.
