These changes were missed by Sysadmin's proposed
Migration Patch, this patch takes care of these
missings.
Also updated kolla review pull task to use
review.opendev.org instead of opendev.org as
remote url because opendev.org currently don't
have review refs/changes synched due to gitea bug.

This is in aid of a planned future move of the git hosting
infrastructure to a self-hosted instance of gitea (https://gitea.io),

The short option was getting a space due to the fact that it is quoted.
This removes the space and thus fixes the project customization
file we use for our website.

This updates the website style so that we swap in the correct
tripleosphinx theme instead of the new openstackdocstheme.

If we continue to reuse the previous venv we don't pick up new
changes in tripleosphinx because it's installed with
python setup.py install, which apparently doesn't update the code
if it's already installed.
pip should have cached all of the dependencies, so this will mostly
just drive a little more CPU on the website vm. It's not under
significant load though, so the extra is unlikely to be noticeable.

This updates our planet code to use the same thing infra uses.
Planet venus is the refactored version which seems to work
better with some web hosts.
This is a requirement to be able to aggregate blogs hosted
on GitHub pages.
