This change adds publishing to docs.airshipit.org and updates the theme
to match the other Airship projects on the site. This change also
updates orphaned links and removes the Read the Docs jobs.
The documentation can be found at docs.airshipit.org/armada when this
change merges.

This implements Prometheus metric integration, including metric
definition, collection, and exportation.
End user documentation for supported metric data and exportation
interface is included.

This removes references to the old att-comdev git repos, either updating
to the openstack github mirror or deleting as appropriate. Old project
name (UCP) references are left alone for now.

This PS includes Armada's original [0] high-level synposis which
laid out the vision, scope and "mission statement" for Armada.
Due to its helpfulness, it has been reincluded in the README
to give the overarching community a broader understanding
and introduction to Armada.

This PS revamps the Armada README and installation documentation
to increase clarity about how to install and use Armada, and
provide additional resource links to aid installation.
This PS also fixes a few typos with the current readme.

This PS adds warning-is-error = 1 under [build_sphinx] in setup.cfg
so that warnings can be caught.
A number of warnings/errors while building the docs are have been
corrected by this PS as well.
