Make barbican-kmip-devstack-functional job non-voting 

Currently the 'barbican-kmip-devstack-functional' keeps failing when
generating certificate for pykmip server. The error log:

This patch makes the job not vote temporarily while someone is working
on the solution in order not to block the merge process.
