Provide default for test-bifrost.yaml for clouds.yaml 

If executed without sudo, the test-bifrost.sh script, at
least on my centos7.3 test machine, fails as the parameter
has no valid default.

Adding a valid default, which is what we use elsewhere in
the roles in the event that sudo was not utilized.
