Our legacy database doesn't provide alarm capability any more,
however, there is a table in document still mentions it.
Also update this table for hbase statistic limitation.

the docs are a bit wordy in some places. our docs are confusing
enough:
- remove notification > polling in architecture page
- remove redundant Events filtering from event_types
- move shuffle/batch options to customisation page
- add http publisher

start to rewrite the purpose of 'ceilometer' and how it fits with
'telemetry'. this touches index and overview sections only.

the db2 nosql product is not in development anymore as IBM has moved
on to an alternate solution. the existing driver code is untested
in the community and IBM products are moving off of it. this patch
marks db2 nosql driver for deprecation.

db2 driver for get_meter_statistics method did not work against mongodb
which caused many test cases being skipped. This patch set will fix
that problem also made sure that all statistics functions are supported
by db2 driver against db2 and mongodb database
