Set status is blocked when no block devices are found.
Also skip manual config devices if not specified

This patch fixes the filesystem detection and format code.
The code was defaulting to XFS no matter what the config.yaml
wanted.

Adding another directory leayer to src/lib/gluster resolves
naming conflicts with the gluster cli library. This also
fixes many small problems with the actions.py code.
