This change is a result of "make sync" for neutron-openvswitch charm.
Also, removing an "charmhelpers/tests" sync due to recent charm changes
(see commit 8daeaada for details).

- sync charmhelpers with fix-alpha helpers
- fix up code where the alpha comparisons are done
- fix tests which assumed mocks would just work on os_release()
