Doug Hellmann c548b7b44c covert test suite to use testrepository
Drop the use of nose in favor of testrepository. Set up the gitignore
rules for the output files.

Add coverage reporting to test jobs.

Update tox.ini so the default environments make sense so it is possible
to just run "tox" for local development.

cliff -- Command Line Interface Formulation Framework

cliff is a framework for building command line programs. It uses setuptools entry points to provide subcommands, output formatters, and other extensions.
