This commit is part of a series to retire the Packaging Deb
project. Step 2 is to remove all content from the project
repos, replacing it with a README notification where to find
ongoing work, and how to recover the repo if needed at some
future point (as in
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project).

Tempest has deprecated decorator 'tempest.test.attr'
and moved to 'tempest.lib.decorators.attr' in version 16.1.0.

There were some commands in doc out of date and can not work now.
By the way, I also unified "ALARM*"->"ALARM_*" in a command.

Turn on the flag in setup.cfg.
Fix some formatting issues with a couple of docstrings.
Fix some mistakes in the rst files.
Suppress warnings from Sphinx extensions that used to be suppressed by
pbr with older versions of Sphinx.

The sphinxcontrib.httpdomain extension is being installed, but not
initialized. Add it to the list of extensions to eliminate warnings
about the http:get and http:post directives.

I found the response table info of some sanple commands were out of date,

This allows to run functional live tests without devstack.
And runs tests within the normal tox target without devstack
This increases test coverage because all backend are now tested.

Alarm translate are something translated sometimes not. It doesn't make
sense to use the current locale for this message as is API visible.
Also storing a i18n object in database is not going to works.

We currently show no reason from the API point of view
of why we don't have enough data to evaluate alarms or why
we change the state of the alarm.
This change exposes the reason we known to the API.

This program does not work:
Unable to build sample configuration file: Failed to find some config files: /home/jenkins/workspace/gate-aodh-python27-ubuntu-xenial/aodh/cmd/aodh-config-generator.conf
But the gate did not catch it because the returned value is still 0. This
patches fixes that.
It also fix the location of the aodh-config-generation.conf file to be in the
proper place, and remove the default output location since there is no such
directory in $PWD by default, obviously

test_alarms_sends_notification will hang forever if it fails.
we don't really need to test that its notification is received by
other, just that it sends a notification. drop the test so it
verifies only that.
