added apparmor utils
fixed libvirtd.conf and qemu.conf to disable use of polkit
changed to groupadd instead of addgroup

Stephen Finucane 4755a273e8 Remove Python crud 
This is a DevStack plugin - not a Python package. As such, a lot of the
configuration provide herein can be removed. Do this.
