Alexander Slipenchuk	da91dadfc2	Migrate zuul config v2 to native v3 ... 1) Move main tempest job to ec2api-tempest-plugin. 2) Remove temporarily full tempest job (will be moved to ec2api-tempest) 3) Remove completely rally job.
