Adding a new folder under 'resources' for the recent PTG
event so the files are easier to find later. The patch also
adds the ETSI MEC and GSMA presentation materials.

This patch adds a new folder to store materials relevant for
the Edge Computing Group's activities. It also adds a recent
presentation to be able to reference from other places.

This patch adds the .zuul.yaml file with the no-op job to
the repo to be able to merge artifacts such as presentations
and other files that do not require to run tests.
