Andreas Jaeger	06af89f5bd	Retire repository Fuel (from openstack namespace) and fuel-ccp (in x namespace) repositories are unused and ready to retire. Sebastian Kalinowski	f7eb1e55ff	Added MAINTAINERS to top-level repo directory In a consensus reached in a proposal for code review process change [1], and proposed team structure policy document [2], adding MAINTAINERS files in repositories. Please note, that this file is written in YAML format in order to allow further automation around code review process. Retire repository

Fuel (from openstack namespace) and fuel-ccp (in x namespace)
repositories are unused and ready to retire.

This change removes all content from the repository and adds the usual
README file to point out that the repository is retired following the
process from
