Andreas Jaeger e05275f9f9 Retire repository
Fuel (from openstack namespace) and fuel-ccp (in x namespace)
repositories are unused and ready to retire.

This change removes all content from the repository and adds the usual
README file to point out that the repository is retired following the
process from
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project

Dzmitry Moisa 931509ef44 Replace PlantUML descriptions with static png
Replace PlantUML descriptions with static pictures as PlantUML is not
supported in gate. Remove all the related stuff from configs and
scripts.

Alexander Adamov d903127d72 Copy 'examples' to the output dir
Yaml files from 'examples' folder will be copied
to the root of the output folder. So, you can use
a relative path to them, for example:
`Linux network scheme <bonding_lnx_network_scheme.yaml>`_

Meg McRoberts 27d6f13e42 Update infrastructure files for 6.1
Also noticed that Preface referred to "Mirantis Fuel" so made that
just "Fuel"

Release Notes will be updated in a separate CR.

Meg McRoberts 7174f6a9b6 Prototype of Release Notes restructure
I restructured the Release Notes to more closely match
the style of the Community Release Notes:  instead of having
long lists of all resolved issues and known issues, the issues
are grouped by topic and include links to the Community Release
Notes for each component (if any) and list of new features and
resolved issues as well as known issues.
I then divided the 5.1 Known Issues up by these sections, since
most of these issues will be either Resolved or Known Issues for
6.0 and it gives us a chance to see how this might all play out.

The Component Versions (nee "Supported Software") is moved to the
Release Notes from the Planning Guide.

Also created the terminology/juno article stub.

Also includes updates to the infrastructure files to produce 6.0
documentation.

Dmitry Borodaenko 5bfe5ad403 update Mirantis OpenStack version to 5.1
Additional cleanups:

 * Removed duplicated explanation of Ceilometer
   performance considerations for MongoDB database backend from the
   terminology page and left it in the user guide where it belongs.

 * pt_archiver code fragment width reduced to fit inside page margins in
   PDF.

 * toctree and preface removed from pdf_relnotes.rst.

Release notes are left referring 5.0.1, that will have to be addressed
in a separate commit.
