Fuel repositories are all retired in openstack namespace, retire remaining fuel repos in x namespace since they are unused now. mu_upgrade was empty and this makes puppet4 noop tests fail. This patch adds mu_upgrade hash in all yamls. Change-Id: I3d610cd8990331cdf64780363e858166ce4c4d85 Closes-Bug: #1664175
