Andreas Jaeger 479fc6e294 Retire repository 
Fuel repositories are all retired in openstack namespace, retire
remaining fuel repos in x namespace since they are unused now.

This change removes all content from the repository and adds the usual
README file to point out that the repository is retired following the
process from
https://docs.openstack.org/infra/manual/drivers.html#retiring-a-project

Pavel Chechetin ddb2d6e8fb Wait until all tables for anaylytics are ready 
During starting up contrail-collector creates all tables in Cassandra.
This process shouldn't  take place on all contrail-analytics nodes
simultaneously, because it may break Cassandra DB.

To prevent concurrent tables creating, wait_for_cassandra_keyspace is added.

Currently contrail-named is configurated from a template, which doesn't make any
sence 'cause contrail-dns overrides contrail-named's configuration files.

Pavel Chechetin dc66701cee Actualize package names for service_overrides 
Current names for tweaks::ubuntu_service_override don't match packages which
will be installed. That leads to those packages being installed before
tweaks::ubuntu_service_override.

Add set of additinal ubuntu_service_overrides

Also, default `require` for file resource is deleted to prevent
depenency cycles.

Illia Polliul 690ac1b02d Fix libvirt service name in ceph manifest 
For DPDK comuptes, we install libvirt from Contrail repo and this
package uses libvirt-bin name instead of libvirtd.
It causes unnecessary libvirt and nova-compute restart.
