Set maximum pylint version
...
It turns out that pylint 1.7 introduced additional checks that
are failing against fuel-qa code. It is reasonable to prevent
new checks for stable branches and the best way to do so is to
pin pylint version.

Hardcode slave name in failover acceptance test

The tests are passing fqdn instead of devops name to get_pacemaker_resource_location
method; for now we can hardcode name of the controller because it 100% binded in
preparation test case

Do not sync time after restarting of node
...
We have weird bug that can spawn 2 ntpd processes at the same time
by HA mechanism. Actually we have to sync time strictly only after
reverting a snapshot.

After the reworking of feature "Openstack config"
we can apply a new config only for pre-defined role.
That's a reason to change a logic of the test

Take into account that MTU isn't constant in case of VXLAN
...
MTU of ovs bridge "br-int" changes when virtual iface
for instance is created. It behavior breaks the check
that gets difference between network interfaces
before and after vm booting

Enable Heat system tests
...
Since Ceilometer was removed from MOS 10.0 all system tests with
Ceilometer installation were disabled including Heat system tests.
Need to know that Ceilometer is required for only one Heat OSTF test
and it is enough to disable only one OSTF test instead all suite,
because otherwise we miss running and checking regular Heat scenarios.
