The target was failing with:
AttributeError: 'EntryPoints' object has no attribute 'get'
due to flake8 version incompatibility with the old hacking.

As of today we use this version of dashboard by storing a link to it
in IRC channel. It's high time we've updated dash-creator
with relevant version of the review dashboard.

Dashboard links should not contain /#/ - it get's redirected
and filters don't seem to work (unless page is reloaded).

Wallaby is added to the main stable dashboard while Train is moved to
the EM dashboard. This change also adds a second EM dashboard for Ocata,
Pike and Queens that all remain active.

The current version of gerrit does not allow regex matches in with
"topic", we need to use "intopic" instead.

The newer version of gerrit has a few changes in how queries work. There
is now a limit of 10 queries, and topic regex needs to use intopic
instead of topic for filtering.

These dashboards badly needed an update; the old ironic.dash would
create a URL too long for most browsers. Instead, break it up and have
separate dashboards for ironic-clients and ironic-python-agent.

The query for "Older (>1wk) Open Patches Passing Zuul Tests" was
incorrect. It was actually displaying patches NOT passing Zuul checks,
which isn't so useful.
Also remove duplicate age:1week filter.

cloud-init is not part of OpenDev infrastructure, remove the dashboard.
Fix solar and tap-as-a-service dashboards, the repos have moved to "x"
namespace.
Remove retired docs-specs repo.

We don't need the bindep file anymore, all dependencies are default
packages that are installed by default.

I was missing a few things during reviews. Some less useful groups are
removed to keep the URL under an acceptable length, while tests that
have failed CI are *not* ignored so we can actually prompt people to fix
them else abandon them.

Switch to newer sphinx, update build instructions for it.
Remove oslosphinx, we use the default sphinx theme since oslosphinx does
not work with python3 and openstackdocstheme is only for OpenStack
projects.
Mark python 3.6 as latest python version.

This project doesn't have a Launchpad bug tracker set up, so remove
that link and explain the informal process currently being used for
handling bugs.

The section with older than 2 days and 5 days duplicates the reviews
which makes the dashboard bigger than it needs to be. Let's just
show things older than 2 days for now.
