The spec was implemented during the Pike cycle, so move it from
pike/approved to pike/implemented.

Following discussion at the Glance virtual midcycle meeting, specs
that were approved for Pike but whose owners are no longer available
to work on them are to be moved to an 'untargeted' directory.

Start tracking the implemented Pike specs. This commit sets up the
directory structure and moves an implemented spec-lite out of 'approved'
and into 'implemented'.
