Abhishek Kekane d8bcf8ba13 Fix 500 on ValueError during image-import 
ValueError is being raised during image-import,
and it's not being caught, leading to a 500. So this
change catches the ValueError and raises a HTTPBadRequest.

Glance

Glance is a project that provides services and associated libraries to store, browse, share, distribute and manage bootable disk images, other data closely associated with initializing compute resources, and metadata definitions.
