The governance website describes SIGs at the top-level. It makes
sense to also mention Project teams at that level, even if those
do not have a specific website about them.

Since the UC is no longer operating as a separate entity, stop
linking to a specific UC website. Mention the UC in the header
instead.

The front page has not been updated for a while:
- User Committee is now elected
- Make it clearer that the TC is about OpenStack only
- Point to the board page on www.o.o and the wiki page with activities.

Using hyperlinks with the text "click here" is unfriendly to
accessibility tools like screen readers, and the W3C recommends against
it[1]. Use more descriptive phrasing to conform to accessibility
recommendations.

The top site at governance.openstack.org was using an
old oslosphinx-based theme. Inherit from openstackdocstheme
instead, in the same way as the TC site.
