Appoint Weng Hao as Zaqar PTL 

Zaqar did not have any PTL candidate in the required candidacy
timeframe and as a result has triggered the leaderless team process.

The PTL for the Stein cycle, Weng Hao, sent an email explaining that
he missed the deadline and would like to continue as Zaqar PTL:
