Fix up the compute starter kit tag

When the compute starter kit tag was added, it didn't actually have a
proposed tag name, or any applications in projects.yaml. This patch
fixes that.

Related cleanups

* Move application section higher up to align with other tags
* Also fix up a few typos.

The TC is responsible for maintaining the tags in the 'starter kit' category.
