Appoint Trinh Nguyen as Telemetry PTL 

Telemetry did not have any PTL candidate in the required candidacy
timeframe and as a result has triggered the leaderless team process.

Trinh Nguyen volunteered to take the role, while Lingxian Kong and
Rong Zhu promised resources to help:
