A new (though basically unused) repo is being added for the
Enterprise Working Group corresponding to their general task
tracking in StoryBoard. Add this openstack/enterprise-wg repository
to their repos list under the UC in case it starts to grow actual
contents in the future.

This commit fixes all the yamllint issues being reported by the validate
job. Now that we run this job nv in the gate we should clean up the
current output so that we can catch new issues on incoming patches.

As per mailing list discussion[1], governance.openstack.org will
become a neutral place for all of OpenStack governance reference
information (Board, TC, UC).
This change adds a repository, governance-uc, which is to contain
the content for the UC component of governance.openstack.org, and
is step one of the 5 step plan:
- Create the repository (UC, infra)
- Populate it with the data you want there (UC)
- Work with infra to publish under /uc (UC, infra)
- Propose content for the neutral page (TC, UC)
- Change openstack/governance to publish under /tc,
set up redirects/aliases (TC, infra)

The ops tags team repo was migrated to the openstack
namespace with the death of stackforge. Update the
pointer.

Currently the User Committee doesn't have a place to track the
repos it owns. This patch adds a yaml file to track User
Committee repos.
A User Committee repo was created prior to this patch and is
currently in stackforge. The repo will be renamed to live in
the openstack/ namespace and the contents of this yaml file
will be updated to reflect its location when it changes.
