Stephen Finucane	e7d85ec1df	license: Update license to Apache ... All code in the repo is Apache licensed, yet the LICENSE file and 'license' parameter of 'setup.py' state BSD. Reference Apache everywhere. In addition, add missing licenses to any files that require one.
