1) Update doc links according to OpenStack document migration
2) Use https instead of http for docs links

Replace URLs for workflow documentation to appropriate parts of the
OpenStack Project Infrastructure Manual.
Dropped sections that duplicate each other after the change.

has changed in the wiki. This commit updates it to correctly
refer to the good section.
