Cleanup specs for Rocky

We've released 11.0 and about to release 11.1,
and a number of new features landed in that which
means we can close out the specs in our spec
documentation.

As for rescue, we finally managed to get the rescue
patch landed in nova, and as such moved to the 10.1
folder.
