Horizon defined a project template 'horizon-nodejs-jobs'
for nodejs jobs. This patch updates ``.zuul.yaml`` to
use that template to run nodejs jobs here.

As we already added horizon-nodejs14-jobs template in this plugin
and nodejs14 jobs running fine. So let's drop horizon-nodejs10-jobs
template because nodejs10 is already EOL.

This patch removes Chrome browser from
karma.conf.js as nodejs job fails with Chrome
browser because it is not able to access some URL.
So let's remove Chrome browser now then we can add
it again once the issue is resolved.
Also as discussed during the upstream ironic community meeting on
Monday Dec 14 2020, the lower-constraints job is being removed.

This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

bounds of the dependencies.
Create a lower-constraints.txt to be used to enforce the lower bounds
in those tests.
