Currently, we cannot differentiate between implemented and approved
specs for keystoneclient or keystonemiddleware. Created a directory
to move the completed specs to, and created a new section on the
landing page.

Remove Testing, Data Model Impact, and REST API
Impact sections from the template.
Also update tests.

The initial commit for identity-specs repo. This is based upon a
combination of the TripleO Specs repository and the Nova specs
repository.
