Swarm is deprecated. Remove all documentation for swarm to reflect
that.
Also fix up image used, from fedora-atomic to fedora-coreos

Many links are broken or point to redirect pages, update all of them.
Use better RST for intra-document links so that they do not silently
break if documents move.
Use opendev.org consistently for git.

This patch brings the Fedora Atomic version used in gating to
the latest one which includes some improvements alongside a newer
version of Docker (which seems to run things better overall).

In Fedora Atomic 27 etcd and flanneld are removed from the base image.
Install them as a system containers.
* update docker-storage configuration
* add etcd and flannel tags as labels

The Fedora Atomic image name isn't "fedora-atomic-latest.qcow2",but
"Fedora-Atomic-26-20170723.0.x86_64.qcow2".
