Drop [DEFAULT]root_helper config option

The option is not used anywhere in the codebase. Manila uses "sudo"
together with "rootwrap".

got removed. This option was not used anywhere in the codebase.
Manila uses "sudo" together with "rootwrap" to allow unprivileged users
