silvacarloss 987352d6cb Change admin metadata config option name 
This change is a follow-up to a change that merged recently [1].
We are changing the name of the config option to make it similar
to the policy we have defined for updating some metadata that
should only be manipulated by administrators.

silvacarloss 3429717601 Add a new config option to specify admin metadata 
- A new config option named ``admin_metadata_keys`` was introduced
and we expect it to be set in the DEFAULT section of the manila
configuration file. It is expected that administrators will provide
a list of metadata keys that can only be updated by administrators
through this configuration option.

- Drivers will be able to set metadata while creating shares
through the `get_optional_share_creation_data` driver interface.

Felipe Rodrigues 43de2e8fb5 Metadata for Share Network Subnet Resource 
This change adds metadata controller for Share Network Subnets
resource. Bumps microversion to 2.78.

The subnet metadata is passed down to the driver together
with the network_info object.

ashrod98 0f161ce17a Add admin only keys to share metadata 
In this change, we add admin policy check for metadata keys
"__affinity_same_host" and "__affinity_different_host".
These keys are added an constants, allowing for the addition of other
admin only keys if necessary in future changes.

This change allows for the affinity filter spec[1] implementation without
the additional changes necessary in the metadata spec[2].

Bumps microversion to 2.68.

zhongjun2 0957b33e9b Support metadata for access rule resource 
Now only share have metadata property.
We should support it for access rule as well.

Igor Malinovskiy a26824818f Remove Limited XML API Support from Manila

Andreas Jaeger 7b659fc4e0 Use oslo.i18n 
oslo.i18n provides the i18n function that were provided by
oslo-incubator's gettextutils module

Import _ where needed, oslo.i18n deprecated the builtin method.

Andrei V. Ostapenko 2e1f4e191b Adds an ability to manage share metadata 
Now on share creating, we can specify metadata and it
will be saved in database. Also support of setting,
deleting and updating metadata info was added.

Adds model for share metadata

Adds api extension for share metadata
Adds relative api functions
