OpenStack is dropping the py2.7 support in ussuri cycle. mistral-tempest-plugin is ready with python 3 and ok to drop the python 2.7 support. Removing the USE_PYTHON3=True from base job so that it can keep running on py3 for < ussuri branches. Chandan Kumar	59b2013c6b	Apply cookiecutter to newly split project mistral-tempest-plugin ... This tempest plugin is being split out of the main mistral project in accordance with Queens goal "Split Tempest Plugins into Separate Repos/Projects"[1]. This patch applies the standard boilerplate files for OpenStack projects so that it can stand on its own.
