This patch updates the list of the Neutron stadium
projects lieutenants and the list of the bugs' contact
person(s).
In detail this patch:
- sets Slawek Kaplonski as contact for RBAC issues
- sets Fernando Royo as contact for 'ovn-octavia-provider' issues,
removing Flavio and myself
- adds new 'ovn-bgp-agent' item with Luis Tomas Bolivar and
Lucas Alvares Gomes as contacts

Over time docs were added or updated such that they were
no longer in alphabetical order based on the index order
or their title strings. Tried to fix it up a bit along
with some capitalization.

This patch updates list of the Neutron's stadium's projects lieutenants
and the list of the bugs' contact persons.
In details this patch:
- sets Rodolfo Alonso Hernandez as contact person for db and qos
related issues,
- adds Oleg Bondarev as "loadimpact" bugs,
- removes Matt Riedemann as contact person for "logging" bugs,
- sets PTL/Drivers team as conctact for "troubleshooting" related bugs,
It also sets Lajos Katona as "Testing" lieutenant.
Finally it removes networking-ovn and neutron-fwaas from the list of
stadium projects and removes tag "fwaas" from the list of bug tags.
Neutron-fwaas was deprecated and isn't part of the stadium since long
time and networking-ovn is now one of the Neutron in-tree drivers.

As per the community goal of migrating the policy file
the format from JSON to YAML[1], we need to do two things:
1. Change the default value of '[oslo_policy] policy_file''
config option from 'policy.json' to 'policy.yaml' with
upgrade checks.
2. Deprecate the JSON formatted policy file on the project side
via warning in doc and releasenotes.
Also replace policy.json to policy.yaml ref from doc and tests.

Maciej no longer works on Openstack, so remove him, and add
Flavio Fernandes as a replacement. Also added contact into
to the neutron-teams page.

This patch also changes CONTRIBUTING.rst file in root directory
of the repo to fit with new cookiecutter template proposed in
the community goal description.

As we now have new stadium project OVN-Octavia-provider [1] lets
add official tag which will be used for tracking bugs related to
it in Launchpad.

This patch marks neutron-lbaas as deprecated in the neutron documentation.
It also removes some legacy LBaaS v1 documentation and neutron-lbaas bug
handling links.

Right now we use Launchpad State "Confirmed" and "Triaged" for
the query to generate the agenda of neutron-drivers meetings.
Unfortunately it's often interfered by the gerrit integration.
E.g. A submission of Closed-Bug patch changes the state to "In Progess".
This patch avoids the issue by tweaking the procedure to use a set of
tags instead.
An altenative would be to teach the gerrit integration about our usage.
Or, move to some other systems like storyboard.
But they would require more efforts than this change.
