elajkat 9e7d0165ad Doc: make the contributor guide more visible 
As we discussed on the team meeting we should make the life of new
contributors easier.
One easy thing is to make the contributor guide more visible by linking
it from README.rst not just from CONTRIBUTING.rst.

Thierry Carrez 78231fb425 Start README.rst with a better title 
Now that we are using gitea the contents of our README.rst are
more prominently displayed. Starting it with a "Team and repository
tags" title is a bit confusing. This change makes it start with the
name of the project instead.

While at it, also fix the intro and the CONTRIBUTING.rst mention,
for clarity.

Flavio Percoco 20cd64b035 Show team and repo badges on README 
This patch adds the team's and repository's badges to the README file.
The motivation behind this is to communicate the project status and
features at first glance.

Christian Berendt 05fbc0415e Update the URLs to the Cloud Admin Guide 
The Cloud Admin Guide was converted to RST and the
URLs changed.

Also add the Networking Guide to the README file.

Mark McClain ee3fe4e836 Rename Quantum to Neutron 
This change renames everything to Neutron while providing backwards
compatible adjustments for Grizzly configuration files.

implements blueprint: remove-use-of-quantum

Dirk Mueller 537ff09fc2 Rename README to README.rst 
README.rst seems to be more standard accross OpenStack
modules. Also add it to the manifest. Fix a typo
in the manifest.
